She has called Fairfax home since her youth and is proudly raising her children here while serving her community through her seat in the State Party’s Central Committee, CD 11, and and the Spanberger Transition Committee among other democratic activism.

Carla Bustillos is a Fairfax County community leader, business owner, and local startup investor who has spent years working alongside families, workers, and entrepreneurs across Northern Virginia.
As a business owner, Carla understands the real pressures facing Fairfax families and local employers—from rising rents and childcare costs to long commutes, workforce shortages, and navigating county and state systems. Her work has always focused on strengthening local economies by supporting businesses while ensuring working families can get ahead.
Carla currently serves as President of the Latino Caucus of the Democratic Party of Virginia and has helped lead major voter engagement and coalition-building efforts in Fairfax County and across the Commonwealth. She also serves on Governor-elect Abigail Spanberger’s Transition Committee, bringing a Fairfax-rooted, business-informed perspective to help shape practical, accountable government.
A proud Fairfax County resident and mother, Carla is deeply invested in the issues neighbors talk about every day—housing affordability, traffic and transit, strong public schools, safe neighborhoods, and a county government that listens and delivers. She believes leadership starts locally, with listening, and that Fairfax works best when community voices and small businesses have a real seat at the table.
