As a Fairfax County mom, small business owner, and Latina leader, Carla Bustillos is running to bring a grounded, practical voice to Richmond—one that stands up for families, protects federal workers, supports small businesses, and refuses to let Trump-style politics define Virginia’s future.

  • Fairfax County and HD-17 are powered by a diverse economy that includes businesses, contractors, startups, and a strong workforce, many rooted in immigrant and family communities. Carla supports policies that expand access to capital, increase investment in business and workforce development programs, streamline regulatory processes, and strengthen workforce and apprenticeship pathways tied to local employers.

  • Rising costs for housing, childcare, groceries, and healthcare hit families first. Carla supports a $15 minimum wage, paid sick leave, affordable housing tools, consumer protections, and expanded access to childcare and early childhood education so families can remain rooted in their communities.

  • Traffic and long commutes are daily realities in HD-17. Carla supports protecting and expanding Northern Virginia transportation funding, investing in public transit and road safety, reducing congestion, and coordinating transportation planning with housing and economic development.

  • Fairfax County Public Schools are a cornerstone of the community. Carla supports fully funding public education, supporting teachers and school staff, expanding Career and Technical Education pathways, investing in student mental health, and maintaining safe, modern school facilities.

  • HD-17 is home to thousands of federal workers, contractors, and military families. Carla will defend protections for federal workers during shutdowns and political attacks and push back against Trump-style policies that threaten public servants, immigrants, and working families.

  • Carla believes government should look like the people it serves. She supports protecting and expanding voting access, upholding civil rights protections, strengthening ethics and transparency, and ensuring Latino, immigrant, and underrepresented communities have a real voice.

  • Families deserve safe neighborhoods and community-centered solutions. Carla supports investments in prevention, mental health, and fair, accountable systems that build trust and keep communities strong.

  • As a first-generation American who has called District 17 home since her youth, Carla understands the promise—and the pressure—immigrant families face. She is committed to defending immigrant communities from political attacks, protecting due process, and ensuring access to education, housing, healthcare, and economic opportunity. Carla will fight for policies that support working families and small businesses, grow a diverse and inclusive economy, and ensure immigrant, and underrepresented communities have a real voice in government.

  • Carla believes deeply that personal healthcare decisions belong to individuals—not politicians. She will protect and expand access to reproductive healthcare and oppose any effort to roll back reproductive freedom. Supporting bodily autonomy is central to building a fair, responsive government that respects individual dignity and freedom.
